The Opportunity
This post will provide proactive and professional contributions to all aspects of the University’s procurement activity with the objective of ensuring value for money in all its non-pay expenditure.
The Procurement team is responsible for delivering an efficient and effective compliant procurement function that achieves value for money in all its non-pay expenditure whilst addressing all aspects of social value and carbon reduction.
The role involves working with a range of staff and stakeholders at all levels both internally and externally and requires confident and professional communication skills to maintain positive working relationships with all University Schools and professional services.
The team comprises four members, three professionally qualified procurement professionals and a Procurement Assistant. The role will assist both the Head of Procurement and the Assistant Head in providing key contributions towards the procurement strategy, contract management process and reporting tools. The post holder will be expected to contribute to the University’s collaborative procurement activities with the Higher Education Purchasing Consortium Wales, the National Procurement Service for Wales and Crown Commercial Services and other public sector bodies in the UK.
What you’ll do – key duties
Market research and pre-market engagement for all aspects of procurement activity
Options appraisals for procurement tendering and commodity strategies including bench-marking exercises
Manage and maintain and influence an internal network with professional service departments and Schools to ensure procurement requirements are identified and specified correctly
Identify commercial and operational risks that may arise out of tendering and/or subsequent contracts and devising risk mitigation actions
Draft tender and mini-competition documentation
Manage the tendering process using the University’s e-tender tool
Manage and lead on tender evaluation with stake-holder departments
Complete tender award notifications and approval reports
Draft contract documentation
Contract management with stakeholder departments
What you’ll bring – essential experience & strengths
Public sector procurement experience in a procurement department with knowledge of tendering and contracting.
You will be an enthusiastic and friendly professional with excellent communication and interpersonal skills coupled with a commitment to providing an excellent student experience.

CIPS qualified to level 5 or working towards level 6
